Approval of the finding that Plan Bay Area and 2013 Transportation Improvement Program (TIP) are in conformance with the federal air quality plan for the national 8-hour ozone standard, national carbon monoxide standard and national PM 2.5 standard, and provide for the timely implementation of transportation control measures.

B.     Authorization to Submit Grant Application and enter into Contract with the Metropolitan Transportation Commission (MTC) for Bridge Toll Funds to support the San Francisco Bay Trail Project

Adoption of ABAG Resolution No. 08-13 and authorization to submit grant application and enter into contract with the Metropolitan Transportation Commission for Bridge Toll Funds to support the San Francisco Bay Trail Project.

C.    Authorization to Enter into an Interagency Agreement with California Department of Transportation (Caltrans) to Provide Technical Support for Permit Processing at the San Francisco Regional Water Board

Adoption of ABAG Resolution No. 09-13 authorizing the Executive Director or designee to enter into an interagency agreement with Caltrans to provide technical resources to the San Francisco Bay Regional Water Quality Control Board (RWQCB) for permit review assistance.

Public Comment: The public is encouraged to comment on agenda items at the meeting by completing a request-to-speak card (available from staff) and passing it to the secretary. Public comment may be limited by any of the procedures set forth in Section 3.09 of MTC’s Procedures Manual (Resolution No. 1058, Revised) if, in the chair’s judgment, it is necessary to maintain the orderly flow of business.

Meeting Compensation:

Each MTC Commissioner here today will be entitled to receive $100 per meeting attended, up to a maximum of $500 per month per agency.  This amount is provided as a result of convening a meeting for which each member is entitled to collect such amount.  Pursuant to Assembly Bill 23, ABAG Executive Board members in attendance at this special joint meeting of the ABAG Executive Board and the Metropolitan Transportation Commission (Commission) are entitled to receive per diem in the amount of $100 from the Commission as a result of convening the simultaneous or serial meeting of the Executive Board.

 

Record of Meeting: MTC meetings are recorded. Copies of recordings are available at nominal charge, or recordings may be listened to at MTC offices by appointment. Audiocasts are maintained on MTC’s Web site for public review for at least one year.

Meeting Conduct: In the event that any public meeting conducted by MTC is willfully interrupted or disrupted by a person or by a group or groups of persons so as to render the orderly conduct of the meeting unfeasible, the Chair may order the removal of those individuals who are willfully disrupting the meeting.  Such individuals may be subject to arrest. If order cannot be restored by such removal, the members of the Commission may direct that the meeting room be cleared (except for representatives of the press or other news media not participating in the disturbance), and the session may continue on matters appearing on the agenda.
