APPROVAL OF MINUTES
It was moved by Mike Garvey and seconded by Cheryl Jackson to approve the minutes of the November 4, 1998 Executive Committee Meeting.
REVIEW OF ELECTRIC POOL ENERGY PURCHASES FOR OCTOBER, 1998
Staff reviewed the Electric Pool energy purchases for October, 1998 noting that 36.6 MW had been purchased from two contract energy suppliers and the PX for an average price per megawatt hour of $26.08.
REVIEW OF PROPOSED ELECTRIC POWER PURCHASES POLICY AND NCPA CONTRACT CHANGES
Staff reviewed the current Electric Power purchasing program experience indicating that this program is limited by having only two suppliers under contract with the resulting need to purchase a significant portion of the power from the PX. The program is also hindered by the inability of the scheduling coordinator, NCPA, to make short term power purchases for ABAG POWER.
After discussion by the Committee, it was moved by Alan Nadritch and seconded by Cheryl Jackson to initiate the following actions and changes to the Electric Power Purchasing Program:
- Authorize staff to proceed with the finalization and issuance of an RFQ and RFP to purchase electric power for 1999
- Amend the ABAG POWER Purchase Contracts and Procedures Policy to expand the role of NCPA to make power purchases for ABAG POWER and other changes to provide greater flexibility in purchasing electric power
- Authorize staff to negotiate appropriate changes in the ABAG contract with NCPA to provide them with an effective incentive to purchase electric power for ABAG POWER
- Increase the number of approved suppliers for electric power
REVIEW OF NATURAL GAS POOL
Marcello Todaro of I.Q. Solutions presented a summary of the Natural Gas Pool Program.
APPROVAL OF ABAG POWER FINANCIAL REPORTS AS OF JULY 31, 1998
It was moved by Mike Garvey/S/Nadritch/C/ to approve the July 31, 1998 financial reports for ABAG POWER.
STATUS REPORT OF CELLNET METER INSTALLATION AND NEW BILLING SUBCOMMITTEE
Staff reported that 73 CellNet meters were online with another 105 expected to be installed by January 1. The first meeting of the new billing committee was scheduled for December 10, 1998.
