Waste Management |
| Since the adoption of the Regional Solid Waste Management Plan in 1978, ABAG has conducted a number of studies and prepared reports on both hazardous and municipal solid waste management issues of concern to cities and counties. ABAG has initiated an annual conference on recycling "Pacific Recyclers Expo" to facilitate an exchange of information among local government employees, industry and businesses throughout California. In addition, in FY 1990-91, ABAG initiated efforts to implement a memorandum of understanding (MOU) on the management of hazardous wastes with the nine counties. The MOU creates a hazardous waste capacity allocation committee. Last year the Committee sponsored AB 1034 which was signed into law in September 1993. AB 1034 allows bay area county hazardous waste management plans to be reviewed and approved by the State Department of Toxic Substances Control. Approved plans maximize local government control on the siting of hazardous waste facilities. The MOU Committee reviews hazardous waste processing and siting needs of local members and negotiates with state agencies over requirements imposed on local governments. |
