3.           ALTERNATIVE PROPOSALS FOR REVISION OF THE          Discussion/ 
             CALIFORNIA CONSTITUTION**                               Action 
             At the May 18 meeting, the Committee approved                  
             Chair Paul Kloecker's recommendation to send                   
             copies of the Local Government Reorganization                  
             Proposal (Benninghoven Proposal) to all ABAG                   
             member jurisdictions for their comments.  The                  
             Committee would then, assemble the comments and                
             forward them to the California Constitution                    
             Revision Commission (CCRC).  CCRC Executive                    
             Secretary Fred Silva requested that the                        
             Committee wait for the revised version. The                    
             revised Proposal is enclosed. It compares three                
             options for revising the constitution: 1) an                   
             aggressive approach, 2) a phased approach and                  
             3) a long-term process.  The Committee is                      
             requested to review it and discuss how to                      
             proceed.                                                       
                                                                            

4.           ENERGY DEREGULATION AND OPPORTUNITIES FOR LOCAL         Action 
             GOVERNMENTS THROUGH ABAG ENERGY POOL **                        
             On May 24, 1995, The California Public Utility                 
             Commission (CPUC) issued two policy                            
             atlernatives for deregulating electric power                   
             and solicited public comments on both proposals                
             by July 24, 1995.  The "Direct Access Proposal"                
             recommended by Commissioner Knight appears to                  
             be the most advantageous for ABAG member                       
             governments through the formation of a power                   
             pool and aggregate purchases of electricity                    
             with potentially significant rate reductions.                  
             L&GO is requested to endorse a letter to the                   
             CPUC supporting the "Direct Access Proposal"                   
             and forward it to the Executive Board with a                   
             recommendation that they approve the Proposal                  
             and authorize President Torlakson to sign and                  
             forward it to the CPUC.                                        
             Staff will present information on the proposed                 
             deregulation and provide a handout listing                     
             relevant legislation.                                          
                                       

5.           LEGISLATIVE UPDATE**                                   Action  
             Staff will provide an update on bills of local                 
             and regional interest including those                          
             previously discussed by the committee in the                   
             areas of finance, gaming, housing, insurance
