The Association of Bay Area Governments has been forecasting the growth of the Bay Area since the early 1970s. Although planners have made extensive use of these biennial forecasts, some readers have found the number-laden reports bewildering. Many who plumbed the reports' depths were troubled by some of their implications. They urged us to take the next step: to propose how the region might respond to some of the more disquieting trends. In response, we produced this report.
