Proposed Applications For Brownfields Assessment Grants
The Association of Bay Area Governments (ABAG) is planning to apply for Brownfields Assessment grants from the United States Environmental Protection Agency (USEPA) for the year 2009. USEPA brownfields grants support environmental management and protection that is locally-based, encourage strong public-private partnerships, and promote innovative and creative ways to assess, cleanup and redevelop impacted sites. What are Brownfields?
Brownfields are abandoned, idled or underused industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination.
What is ABAG Proposing?
ABAG and its coalition partners desire to focus growth in priority development areas. Beginning 2004, members of the proposed coalition separately began plans to establish Blueprint plans which would identify areas to prioritize future growth. The coalition members work with member jurisdictions and stakeholders to identify these areas. While the coalition members are in various stages of establishing priority development areas, these areas have one thing in common - these tend to be on or adjacent to the historic urban cores, where previous industrial, manufacturing, agricultural processing and transportation corridors existed. Brownfield sites are common in such areas. The coalition seeks EPA grant funds which will provide loans and subgrants to clean up the brownfield sites in priority development growth areas.
The coalition intends to partner with the Center for Creative Land Recycling (CCLR), a non-profit with extensive experience in brownfields technical and financing programs. CCLR's management expertise combined with policy direction from the coalition members will ensure that cleanup loans and subgrants deliver projects which leverage transportation resources, create equitable housing, improve economic vitality and strengthen neighborhoods within these communities.
The deadline for submitting the grant applications to the EPA is October 16, 2009. In order to be considered and incorporated into the application, comments should be received by October 9, 2009. There will be more opportunities to participate if ABAG is successful in obtaining the grant.
