Joint Policy Committee The Joint Policy Committee (JPC) coordinates the regional planning efforts of the Association of Bay Area Governments (ABAG), the Bay Area Air Quality Management District (BAAQMD), the Bay Conservation and Development Commission and the Metropolitan Transportation Commission (MTC). Among the JPC's current initiatives are focused growth, climate protection, and a new approach to the Bay Area's long-range regional transportation plan. The JPC has twenty-one voting members. There are seven from the Executive Board of ABAG, seven from the BAAQMD Board of Directors, and seven MTC Commissioners. The Bay Conservation and Development Commission (BCDC) has recently joined the JPC and, pending legislation which will elevate BCDC to full member agency status, participates through seven non-voting members. The Secretary of the State of California's Business, Transportation and Housing Agency is also a non-voting member. The Committee meets bi-monthly (more often when required) usually in the auditorium at the Joseph P. Bort MetroCenter, 101 Eighth Street, Oakland, California. Agenda packages are posted on line one week in advance of the scheduled meeting. JPC meetings are webcast in streaming audio.
