Bay Area Regional Position on CEQA Reform (pdf, 806 KB)

The attached staff memo reviews the California Environmental Quality Act (CEQA) process as it affects smart growth, and particularly as it influences infill development.  Existing regional policy positions are reviewed and alternative approaches to CEQA reform are compared.

One-year Interim Evaluation of MTC Resolution 3434 TOD Policy and Industrial Land-use Conflicts (pdf, 69 KB)

A consultant team has completed an early-stage evaluation of progress on implementing the MTC TOD Policy.  MTC staff will summarize the study findings with particular reference to the JPC's concerns with industrial land-use conflicts.

 

Focusing Our Vision (FOCUS) Progress Report (pdf, 20 KB)

The attached memo summarizes progress since the last JPC meeting.  Staff will also make a presentation on four recent reports which relate to the FOCUS mandate.

The JPC may take action on any item listed in the agenda.

This meeting is scheduled to end promptly at 12:00 Noon.  Agenda items not considered by that time may be deferred.

The public is encouraged to comment on agenda items by completing a request-to-speak card and giving it to JPC staff or the chairperson.

Although a quorum of the Metropolitan Transportation Commission may be in attendance at this meeting, the Joint Policy Committee may take action only on those matters delegated to it.  The Joint Policy Committee may not take any action as the Metropolitan Transportation Commission unless this meeting has been previously noticed as a Metropolitan Transportation Commission meeting.
