Regional Ozone Strategy
(pdf, 71 KB)
SB 849 mandates
that the JPC shall review and comment on the Regional Ozone Strategy before
consideration by the Air District Board. A final draft Strategy has been
released by BAAQMD for comment. Henry Hilken, Director of Planning for the
Air District, will present the strategy and discuss its linkage to other
regional planning concerns. This item is deferred from the October 21st
meeting. Copies of the strategy were distributed at the
October meeting and will be available again at this meeting. They can also be downloaded at:

The Role of JPC Members in Implementing and Refining the Regional Vision

The Consolidated
Work Program, approved by the JPC in September, involves discussion with local
governments. This item provides an opportunity for the JPC and its
members to consider the role they wish to play in these discussions. The
JPC's role may be affected by decisions made pursuant to item 5, and the two
items should be considered together.

Last November, the
JPC resolved to review the size and composition of the Committee after one
year. A year has now passed. This item is related to item 4, and
the two should be considered together.
Transit-Oriented Development and
Travel Behavior
Do people living
near transit actually drive less, do they take more trips by transit, do they
walk more? MTC has been exploring these questions and quantifying the
answers using data from a region-wide survey of travel behavior. The
results may be very useful for those considering transit-oriented development.
MTC's Rachel Gossen will give a short presentation of survey findings.
2006 Meeting Schedule
At its September
meeting, the JPC decided to begin meeting by-monthly in 2006. A schedule
of meetings beginning on January 20th is attached. With a meeting in
January, there is no need to meet in December, and the meeting scheduled for
December 16th can be cancelled.

This meeting is scheduled to end promptly at
12:00 Noon. Agenda items not considered by that time may be deferred.
The public is encouraged to comment on agenda
items by completing a request-to-speak card and giving it to JPC staff or the
chairperson.
Although a quorum of the Metropolitan
Transportation Commission may be in attendance at this meeting, the Joint Policy
Committee may take action only on those matters delegated to it. The Joint
Policy Committee may not take any action as the Metropolitan Transportation
Commission unless this meeting has been previously noticed as a Metropolitan
Transportation Commission meeting.
