This is the official Regional Housing Needs website for the
1999-2006 Regional
Housing Needs Determinations (RHND) for the Nine County San Francisco Bay Area.
The RHND process is a State mandate, devised to address the need for and planning of
housing across a range of affordability and in all communities throughout the State.
Each jurisdiction within the Bay Area (101 cities, 9 counties) is given a share of the
anticipated regional housing need. The Bay Area's regional housing need is
specified by the California State Department of Housing and Community Development (HCD)
and finalized though negotiations with ABAG. The timeframe for this RHND process is
January 1, 1999, through June 30, 2006, (a seven and a half year planning period).
On this web site you will find updated tables that identify the housing need
responsibility that ABAG has identified for each jurisdiction. As required by law,
these tables further delineate each jurisdiction's housing need responsibility by income
category.
History:
The 90-day Housing Need Allotment Review & Revisions period ended on August 31, 2000.
Jurisdictions had the opportunity to comment and/or propose revisions to their RHND
allocation during this period.
ABAG staff then began a 60-day comments and proposed revisions period. Staff responses
to each letter were sent by October 30, 2000. For those who want to find out what kind of

On November 16, 2000, the Executive Board approved the final RHND allocations at their
board meeting 24-1. The final numbers are available in the "Documents"
section of the website.
With the release of the final RHND allocations, an appeal period began. Ten
jurisdictions appealed the adopted RHND allocations. All appeals were heard on January 25,
2001. The appeal decisions were presented to the Executive Board on March 15, 2001. The
Executive Board voted to accept a redistribution of housing income allocations for one
jurisdiction and voted to deny the appeal requests of the other jurisdictions.
The Executive Board decision on March 15, 2001 closed the housing allocation process
for ABAG.
