The above traffic report has become routine in the San Diego area, as from southwestern Riverside County to central San Diego, this major freeway artery is routinely paralyzed with traffic congestion. This is due to I-15 commuters making increasingly longer drives between their homes and places of work.
Traffic congestion on I-15 is only a symptom of a larger condition: the flight of thousands of families from the San Diego region to southwestern Riverside County. These families are in search of more affordable, suburban, single family homes. The result is an increasing dislocation of jobs and housing in both counties.
To address both the causes and impacts of this growing jobs/housing imbalance,
the San Diego Association of Governments (SANDAG) and Western Riverside Council
of Governments (WRCOG) joined forces with the Southern California Association
of Governments (SCAG), California Department of Transportation (Caltrans)
and others to form the I-15 Interregional Partnership (IRP). Funded, in part,
by a grant from the California Department of Housing and Community Development,
the IRP conducted research and created strategies to reduce both the demand
for and impacts of interregional commuting along the I-15 corridor.
Existing Conditions: Jobs/Housing Balance Problem
Commuting from southwestern Riverside County to the San Diego region has increased
over the past decade. For many this commute can average more than two hours

Solutions/Strategies
The I-15 IRP created an IRP Technical Working Group to devise various strategies
to address the jobs/housing imbalance in the region. This group coordinated
with the IRP Policy Committee, several local agencies, and other stakeholder

GIS
Geographic Information System (GIS) analysis was used by the I-15 IRP to better
define the IRP regional commuting patterns. For more information on this IRP's

Final Reports
The I-15 IRP produced several reports and work products, documenting the existing
