Monterey Bay - Silicon Valley
Inter-Regional Partnership Overview


Elected officials of local jurisdictions in Santa Clara County met with the Board of Directors of the Association of Monterey Bay Area Governments (AMBAG) on November 27, 2000 to begin an ongoing dialogue about regional issues. A Statement of Purpose was formulated and approved at this historic Partnership Forum, and a schedule was set for regular meetings.

In support of the collaborative activities of this developing Inter-Regional Partnership Forum and to continue moving the Forum in a positive direction, AMBAG and the Association of Bay Area Governments (ABAG) filed a joint application for State funds in March 2001. An award was granted and an Agreement was executed with the State in November 2001 to conduct a Monterey Bay Area-Silicon Valley Inter-Regional Partnership Study.

Pursuant to the work program for the study, the Partnership Forum established an Advisory Committee of stakeholders. The Advisory Committee met seven times to assist the Forum. The Committee reviewed and evaluated draft work products for each phase, and provided information and recommendations to the Forum.

Solutions/Strategies
The Monterey Bay-Silicon Valley IRP focused on developing strategies that would address the complex dynamics of neighboring regions. The strategies devised by this IRP respect local and regional differences and autonomies. They represent opportunities for collaborative regional initiatives and state level advocacy. GIS
The Monterey Bay-Silicon Valley IRP analyzed the effects of anticipated growth, established a common Geographic Information Systems platform, established an inter-regional Geographic Information Systems system, and developed and deployed a web site to show case published maps. Data acquisition and analysis were critical to understanding the inter-regional dynamics of jobs and housing issues and were the foundation for the rest of this IRP's work.

Final Reports
The Monterey Bay-Silicon Valley IRP produced several reports and work products, documenting the existing jobs/housing imbalance and proposed strategies to remedy it. For those reports, click here.

IRP Base Map This service also serves as a base map for the four county Monterey Bay-Silicon Valley Inter-Regional Partnership which includes Monterey, San Benito, Santa Clara, and Santa Cruz counties.
Land Use

This map service illustrates land uses within the region. The planned land use coverage represents the existing land uses found in the general plans for the region. The potential development constraints coverage represents areas within the region where factors such as critical habitat, fault zones, flood zones, prime agricultural land, and steep slopes may potentially constrain new development.
