Santa Barbara County - West Ventura County
Inter-Regional Partnership Overview
In cooperation with local government agencies and a wide range of community organizations, the Santa Barbara County Association of Governments (SBCAG) formed an IRP encompassing Santa Barbara County and west Ventura County, to address issues relating to jobs/housing balance and housing affordability.
This IRP created the Jobs/Housing Project, which was managed by John Jostes, Interactive Planning and Management, in collaboaration with Terrain Consulting, Inc. Diversity Consulting Group, Navigator Services, Solimar Research Group, and Thomas Frutchey. The goals were to develop and implement effective tools for sustainable growth and vitality. Existing
Conditions: Jobs/Housing Balance Problem
Growth management, jobs/housing balance, economic development, and housing
affordability are perhaps the most hotly debated issues in communities all
along the Central Coast of California. These issues know no particular border,
as evidenced by the increasing commuter traffic along Highway 101 from San
Luis County to the Conejo Grade in Ventura County. Local government agencies
and a wide range of community organizations have initiated discussions to
address one or more of these issues. Ventura County and the Santa Barbara
County Air Pollution Control District have each hosted recent one-day conferences
on the impacts of these issues on the quality of life in the region. More

Solutions/Strategies
The Santa Barbara-West Ventura County IRP developed a broad set of policy
tools and/or strategies that could be used to address jobs/housing imbalances.
