State Route 91
Inter-Regional Partnership Overview
The Western Riverside/Orange County Inter-Regional Partnership or State Route 91 IRP is a voluntary compact between local elected officials representing the Western Riverside Council of Governments (WRCOG) and the Orange County Council of Governments (OCCOG). The Partnership is studying a segment of the State Route 91 corridor between Orange County and Western Riverside County. Other affected governmental agencies and non-governmental organizations also participate in the partnership. The IRP was formed in 2001 to address the imbalance of jobs and housing that has developed between Western Riverside County and Orange County over the past 5 to 20 years.
The Partnership developed a three-year work program that culminated in a Jobs/Housing Balance Action Implementation Plan and Evaluation Program. The project was primarily funded through a grant from the California Department of Housing and Community Development as part of the State's Jobs Housing Balance Grant Program, with matching in-kind services provided by WRCOG and OCCOG.
Existing Conditions:
Jobs/Housing Balance Problem
Across Southern California there were 1.28 jobs per occupied dwelling unit
in 2001. Orange County exceeded this level at 1.51. Riverside County had only
0.96 jobs per occupied dwelling unit. Put another way, in 2001, there were
495 jobs available for every 1,000 people living in Orange County. In Riverside
County, there were 306 local jobs per 1,000 residents in 2001. For more information

Solutions/Strategies
To remedy jobs/housing imbalance in their region, the Western Riverside and
Orange County Council of Governments convened to establish a framework to
allow local policy makers from the member councils of governments and the
private sector to address the interrelationships between future jobs/housing
balance, and the concurrent impacts on transportation and air quality. The
Partnership's strength is in its diversity; it has representatives from communities
on opposite ends of the same problem. Each of its member's communities is
faced with different aspects of the situation: rapid, imbalanced and uncoordinated

GIS
The Western Riverside/Orange County IRP utilized GIS by conducting a thorough
inventory of vacant and under-utilized lands near existing job centers and
transportation nodes/corridors in Orange and Western Riverside counties. The
land identified through this process shows the potential capacity of nearly
80,000 dwelling units (the number of units that could be produced given a
moderate level of density of 12 units per acre). This represents a 75,000
unit potential in Orange County and 4,900 units in Western Riverside County
identified through this process. The inventory of potential in-fill sites
will be complete once each of these parcels has been physically evaluated
and the capacity of individual parcels determined.
