Wine Country Inter-Regional
Partnership Overview


The Mendocino Council of Governments (MCOG) was awarded a grant of $260,000 under this program, as lead agency for the "Wine Country Inter-Regional Partnership" (IRP). Matching funds are provided by Local Transportation Funds (MCOG and Lake County/City Area Planning Council), Rural Planning Assistance and Planning, Programming, and Monitoring funds (State of California Department of Transportation). In November 2001, the Wine County IRP work program goals focused on three general areas:


Existing Conditions: Jobs/Housing Balance Problem
The volatility of the Wine Country is now of such a nature that in 2004 the average cost of housing has increased by over $100,000 in a single year. With ever-shrinking income levels based on the real value of wages, buyers are looking across jurisdictional boundaries and regional boundaries to find affordable housing that meets buyers' needs. Solutions/Strategies
To remedy jobs/housing imbalance in their region, the Wine Country IRP decided to start with small, achievable measures and then build on the successes of those early steps. To learn more about the actions that were adopted for immediate action, click here.

GIS
As an "emerging" IRP, the Wine Country IRP focused on documenting the jobs/housing imbalance and its impacts based on existing trends. To perform this task, GIS data was gathered by postal zip code boundaries. Wages were reported by Standard Industrial Classification (SIC) groups, and the housing data was by average housing cost for single family dwelling units. These became the indicators used for jobs-housing balance evaluation. The impacts or symptoms of workforce jobs-housing imbalance is measured in the distance and time that separates job locations and affordable worker housing desired by workers. Other measures are the number of families per dwelling unit and substandard, deteriorated dwelling units remaining in the housing inventory.
