The planning work began with the formation of a Technical Advisory Committee (TAC) composed of representatives from the two cities and ABAG. This group met on a regular basis, discussing existing conditions and programs, and brainstorming ideas. The emphasis among the latter were projects that would truly benefit from an Oakland-San Leandro collaboration, and that were do-able. The two cities signed a Memorandum of Understanding and retained a consultant to facilitate the process. The consultant attended all the TAC meetings and interviewed a wide range of people who lived or ran businesses in the area near the city limits. Meanwhile, background information relevant to the study area was being assembled. The TAC also met with representatives of the Port of Oakland to discuss ways the Port and the two cities could work together on improving the area around the airport, an especially important topic considering the proposed expansion there. In early February, the two cities held a public workshop to discuss opportunities for the two communities to work together. That meeting was well attended and resulted in lists of ideas. Based on preferences expressed by the workshop participants, as well as other information from the TAC and others, priorities among feasible ideas were tentatively proposed. At the same time, the Oakland Community and Economic Development Agency (CEDA) had formed a project team to study this area and to recommend projects to improve it. The CEDA team was invited to review the ideas precipitating out of this joint city project and add their own perspectives. Another meeting was held with representatives of the various homeowners groups and local businesses to further discuss feasible projects. A preliminary draft of the plan was reviewed by the TAC and CEDA team. A follow-up public workshop was held to review the draft plan in early May. The ideas for joint projects were critiqued and new projects added to the lists. This was used to prepare a preliminary draft of the revitalization plan for presentation to the City Councils of both Oakland and San Leandro for their consideration. |
