In July of 1995, the City of Hercules utilized the California Redevelopment Agency Pool (ABAG Cal_Rap program) to refinance outstanding debt and fund additional capital improvements in the Hercules Redevelopment Agency's Dynamite Redevelopment Project Area. The project area is a part of the City where an explosives plant was once in operation. The project area is now almost entirely under commercial and industrial use.

This $4.6 million loan from the pool allowed the Hercules Redevelopment Agency to borrow at significantly lower capital cost than it would have paid on a stand-alone issue of the same size.
