The ABAG Finance Authority offers a set of application forms for multifamily housing financing and a separate standardized form for capital project financing proposals from healthcare, education, and other nonprofit organizations.


Healthcare, Education, and other Nonprofits

Submission of an application for Authority financing for healthcare, education or other non-profit capital projects may be a one or two step process depending on the applicant's preference. The applicant may choose to submit a complete application to the Board for consideration of final approval all in one step. Alternatively, before incurring the expense of documenting the financing, the applicant may submit a preliminary application in order to receive an indication from the Board of the likelihood of receiving approval of a separate final application.

The ABAG Public Finance Director, acting as staff to the Board, reviews submitted proposals on behalf of the Authority and submits them to the Board for consideration.

Multifamily Housing

The Authority issues tax-exempt housing revenue bonds in conjunction with the State's allocation of Private Activity Bond authorization. All multifamily housing applicants must first submit an initial application to the Authority and receive Board approval in order to submit a formal application to the State's bond allocation committee. The State's bond allocation is limited to per capita numbers. As such, projects that score high enough -- based on various aspects of the proposed project -- may receive a bond allocation.

Once a project has received state allocation, the Authority's final application must be completed and submitted along with final bond documents for the Board's final consideration.
