In ABAG Credit Pool 36, certificates of participation (COPs) were issued in two series for the City of Los Altos (Series A) and the City of Rocklin (Series B).

In structuring the financing for the Town of Los Altos, the Corporation examined different capital structures, including taxable funding, equity and cost of capital with varying equity amounts. Series A COPs were issued in the amount of $850,000. Proceeds from the sale of the certificates were used to fund a portion of the cost of acquisition of two adjacent parcels, totaling approximately 27,800 square feet, in the downtown area of Los Altos. The site currently has a parking lot and a small commercial building. This issue received a "A" rating from Standard & Poor's.

The City of Rocklin is an example of a cooperating member outside the Bay Area region which has used ABAG financing programs several times. Series B COPs were issued in the amount of $3,365,000. Proceeds of the certificates were used to advance refund the prior Certificates used to provide for, among other projects, the acquisition of sites for and construction of a corporation yard, Rocklin City Hall administrative office building, and fire station. The remaining balance of the Acquisition and Construction fund of the prior certificates was spent on improvements to the City Hall Annex, which is not part of the Series B Project. This issue received a "AAA" rating from Standard & Poor's and a "Aaa" rating from Moody's.

The two cities in this pool were able to benefit from the lower costs by taking advantage of the economies of scale associated with ABAG Credit Pooling, such as reducing the size of each city's responsibility for transaction costs. If each city had obtained their own issue independently, the transaction costs and interest rate would have been considerably higher.
