| he Association of Bay Area Governments is currently offering water
and wastewater agencies the opportunity to join its pooled revenue bond
program. The Pool can be used to finance or refinance water and wastewater
capital improvement projects of cities and special districts. The economies of
scale of the Pool allow for both lower costs of issuance (including inexpensive
"AAA" bond insurance) and lower interest rates. Smaller borrowings
are welcomed by the program and may be accomplished on a very cost-effective
basis.
