"About Us"
ABAG Risk Management & Insurance Services began in 1986
with the formation of the ABAG Pooled Liability Assurance
Network (PLAN) Corporation. The PLAN is a non-profit corporation
whose purpose is to benefit the citizens of each member
community by establishing a stable, cost-effective self-insurance,
risk sharing and risk management program for each member.
The PLAN is run by ABAG under the direction of its member
communities.
Membership is available to any municipal corporation in
the state that is a member of ABAG. For information concerning

Liability Pool
ABAG PLAN was initially established to meet the needs of member
communities as a result of their inability to obtain liability
insurance in the mid 1980's. The Liability Pool provides Comprehensive
General and Auto Liability coverage for Bodily Injury, Property
Damage, Personal Injury, and Public Officials Errors & Omissions.
Members may select a deductible and premium level that best
suits their needs for cost and financial stability.
Our members enjoy the benefits of a self-insurance pool through
low administrative costs, interest on reserves, broad coverage
terms, and return of equity accumulated through better-than-average
loss results. An actuarial study is conducted each year to
determine projected losses, premium levels, and disbursable
equity. Since its inception the PLAN has returned over $20
million dollars to its members while increasing coverage and
the financial stability of the pool. |
Property Pool
ABAG PLAN added property coverage in 1988 through a self-insured
Property Pool and traditional insurance. The Property Pool
pays the first $100,000 of any insured loss, less the member's
deductible, and a comprehensive insurance policy pays for
any covered losses exceeding that amount. The Property Pool
includes Flood, Boiler & Machinery and Auto Physical Damage
coverage for member vehicles, including high-value specialty
vehicles such as fire trucks and street sweepers. |

Claims Management
PLAN maintains a staff of specialists in public entity claims.
We assign each member a dedicated claims examiner who provides
investigative services and advice regarding acceptance or
rejection of claims, liability exposure, and damages. The
examiner serves as the members' representative in dealing
with claimants, attorneys, and vendors and works closely
with the member's staff to ensure prompt resolution of claims
issues. The examiner also settles Property Pool losses with
the member and provides subrogation services to collect
damages from responsible parties.
We provide litigation management by working with counsel
to approve a strategy and authorize discovery for each lawsuit.
We have a select panel of attorneys who have achieved excellent
results in the types of claims our members encounter and
have agreed to manage the litigation per our established
guidelines. The result is a well-managed and cost-effective
program that has successfully defended our members in a
wide variety of claims.

Risk Management
Our Risk Management Department works closely with the Claims
Department and each member to review past experience, current
exposures, and emerging trends to tailor an effective program
aimed at preventing claims. Our Risk Management Information
System allows us to provide in-depth analysis of past claims
to identify trends and apply solutions. Members can receive
reports and review claims on-line, making communication faster
and more effective.
PLAN works with members and outside experts in identifying
and treating risks. We provide property appraisals, risk assessments,
contract reviews, and other services as needed. We encourage
our members to implement safety measures by purchasing training
equipment and providing matching grants to support efforts
aimed at preventing claims. |
Training
PLAN provides a wide variety of training resources to its
members, directly and with the support of outside consultants.
Our programs include driver safety, playground inspection,
public works risk identification and safety, employment practices
liability, skate park safety, and programs to comply with
regulatory requirements as they are implemented. We regularly
provide members with training courses and updates from attorneys
and other experts to keep members informed of the latest developments
in tort liability and Public Entity risk management.
We also work with the ABAG
Training Center to provide safety training to our members
and other ABAG communities. The training center provides a
comprehensive curriculum of OSHA required safety training,
including both classroom and on-line training options. Our
training facilities accommodate a wide variety of classroom
methods, and our staff can provide all the services needed
to host a successful training course. |
Insurance Services
PLAN offers its members Commercial Crime Insurance, Builders
Risk, and Special Events coverage, as well as other specialty
coverage and insurance reviews on an as-needed basis. We work
closely with our insurance brokers to pool our resources and
market our needs to a wide variety of insurers, resulting
in more favorable terms and pricing than our members could
obtain on their own.
We administer the program by issuing Certificates of Insurance
and Additional Insured Endorsements, providing Summaries of
Insurance, maintaining up-to-date schedules of member properties
and other underwriting criteria, allocating and invoicing
premiums, and approving insurance documents from outside vendors.
Our Members section contains valuable tools for members to
request information, add or delete properties, apply for coverage,
and obtain the latest information concerning our programs.

Workers Compensation
ABAG offers claims administration and a self-insurance pool
through its Workers'
Compensation Program. The program is available to ABAG
members and other agencies wanting more control over their
claims administration or who want to self-insure their program
but are not large enough to do so on their own. PLAN works
with its members who are part of this program to coordinate
resources, identify trends that impact the member's total
cost of risk, and provide training to reduce the frequency
and severity of claims. |
