Plan of Work:
- First meeting, Wednesday, June 25: Identify the issues
- Prior to the meeting, the facilitators will have conducted structured interviews with each of the 14 participants to identify the perceptions of the two agencies about where the current structure works well, where there are challenges, and possible solutions.
- The Task Force will review the interview findings, then identify the problems that need to be resolved by the Task Force.
- The Task Force will identify what outcomes will constitute success.
- Second Meeting, Friday, July 18: Refine the problems and issues
- This meeting will further refine the problems and issues identified in the first meeting and the terms of success.
- After the meeting, the facilitators will prepare a paper defining the successes, problems, issues and successful outcomes adopted by the the Task Force.
- Third Meeting, Friday, September 19: Work to solutions
- Examine examples of how other regional governments have dealt with
simular issues and how they have resolved challenges or been stymied by them.
- Define potential solutions to the identified challenges and issues
- Reach consensus on a list of potential solutions to explore.
- Fourth meeting, Friday, October 17: Refine solutions
- Narrow the potential solutions list to the most effective and achievable solutions.
- Develop a refined list of solutions.
- Fifth meeting, Friday, November 21: Reach consensus
- Work the list of solutions into a series of logical options.
- Develop a set of options for resolving the issues and achieving success.
- Sixth meeting, Friday, December 19: Wrap-up and final agreement
- Review the draft document outlining areas of agreement between the parties.
- Make final adjustments to the process summary.
- Deliverable: Final Summary Report
Facilitators:
After a series of interviews with four consulting firms, the joint venture of John Fregonese and Don Blubaugh was selected to serve as Task Force facilitators. Don Blubaugh retired as City Manager of the City of Walnut Creek. John Fregonese is associated with Fregonese Calthorpe Associates. He and Don have managed the "Shaping our Future" Campaign in Contra Costa County.
