Housing Element Site Inventory Guidebook

The Housing Element of the general plan must include an inventory of land suitable and available for residential development to meet the locality’s regional housing need by income level.

This Housing Element Site Inventory Guidebook from the California Department of Housing and Community Development (HCD) seeks to assist with the development of the site inventory analysis for the 6th Housing Element Planning Cycle. It was developed to help local planning staff and others involved in the drafting of the site inventory. It highlights new requirements due to recent legislation.

The workbook is divided into five components:

  • Identification of sites
  • Sites to accommodate the lower income Regional Housing Needs Allocation (RHNA)
  • Capacity analysis
  • Non-vacant sites
  • Determination of adequate sites
  • A summary of new laws referenced in the document
