This memo summarizes findings by:

  • Documenting the legal requirements of SB 743
  • Documenting existing processes and practices
  • Documenting typical concerns voiced by stakeholders and the broader public to inform the application of Vehicle Miles Traveled (VMT) per capita
  • Documenting transportation policies and programs relevant to California Environmental Quality Act (CEQA) mitigation and VMT

The City of Fremont received a Priority Development Area (PDA) Technical Assistance grant from the Metropolitan Transportation Commission and ABAG to remove Level of Service (LOS) and instead use VMT to evaluate transportation impacts, as required under the directive of SB 743 and recently updated CEQA guidelines.
