The City of Hayward received a Priority Development Area (PDA) Technical Assistance grant from the Metropolitan Transportation Commission and ABAG to remove LOS and instead use VMT to evaluate transportation impacts, as required under the directive of SB 743 and recently updated California Environmental Quality Act (CEQA) guidelines.
